Homeland Security Advisory Condition: Guarded (Blue)

A Guarded Condition is declared when there is a general risk of terrorist attacks. The Department of Homeland Security may declare an Elevated Condition when there is no specific intelligence indicating an impending attack, but global conditions suggest a general potential for terrorist attacks.

Recommended Actions: Individuals & Families

The American Red Cross and Critical Intervention Services recommend the following actions for civilians and families during periods of Guarded Condition:

• Be alert for suspicious activity and report it to authorities immediately

• Develop family and individual disaster and emergency action plans

Additionally, individuals and families should adhere to the recommended Protective Measures for Low Condition.

Recommended Actions: Government

The Department of Homeland Security recommends that Federal and local agencies implement the following Protective Measures in addition to agency-specific protocols:

• Checking communications with designated emergency response or command locations;

• Reviewing and updating emergency response procedures; and

• Providing the public with any information that would strengthen its ability to act appropriately.

These protective measures are recommended in addition to protective measures established for Low Condition.
