Homeland Security Advisory Condition: Low (Green)

A Low Condition is declared when there is a low risk of terrorist attacks. The Department of Homeland Security may declare a Low Condition when global conditions suggest a low potential for terrorist attacks.

Recommended Actions: Individuals & Families

The American Red Cross and Critical Intervention Services recommend the following actions for civilians and families during periods of Low Condition:

• Develop family and individual disaster and emergency action plans.

The Department of Homeland Security recommends that Federal and local agencies implement the following Protective Measures in addition to agency-specific protocols:

Refining and exercising as appropriate preplanned Protective Measures;

Ensuring that personnel receive proper training on the Homeland Security Advisory System and specific preplanned department or agency Protective Measures; and

Institutionalizing a process to assure that all facilities and regulated sectors are regularly assessed for vulnerabilities to terrorist attacks, and all reasonable measures are taken to mitigate these vulnerabilities.
